Policy decisions are a matter of public record and are recorded in the minutes of Board meetings. These cases were Brown v. Board of Education of Topeka, Briggs v. Elliot, Davis v. Board of Education of Prince Edward County (VA.), Boiling v. Sharpe, and Gebhart v. Ethel. At regular meetings, the Board formally votes on agenda items that were discussed at the previous workshop meeting.
Teachers and other employees who did not have to work hard to get their jobs often times do not feel the need to work hard to defend their jobs. The Education Committee, chaired by Deb McCann assists in setting educational policies and in guiding district curriculum and programs. This was done to try and eliminate some of the corruption associated with the spoils system and capricious distribution of government jobs to unqualified individuals.
Using teacher certification exams as a tool to award jobs to the most qualified individuals is one way to avoid having jobs awarded just to relatives of board members, administrators and other teachers. If too many relatives are working in a district together there is also increased likelihood that the problems will persist for a long time without notice due to internal cover-ups. Proposed rules for education in the state are also published in the New Jersey Register. The public is invited to attend workshop meetings and may address the board regarding committee reports.
