Policy decisions are a matter of public record and are recorded in the minutes of Board meetings. These cases were Brown v. Board of Education of Topeka, Briggs v. Elliot, Davis v. Board of Education of Prince Edward County (VA.), Boiling v. Sharpe, and Gebhart v. Ethel. Teachers and other employees who did not have to work hard to get their jobs often times do not feel the need to work hard to defend their jobs. The Education Committee, chaired by Deb McCann assists in setting educational policies and in guiding district curriculum and programs. The civil service system has been used since 1883 to award government jobs to the best qualified candidates.

The case that came to be known as Brown v. Board of Education was actually the name given to five separate cases that were heard by the U.S. Supreme Court concerning the issue of segregation in public schools. Board members may also be reimbursed for expenses incurred for approved Board related activities. The budget, which is submitted to the Board of School Estimate for approval, is the result of months of preparation and is based on the board of education’s established priorities.

The Commissioner of Education serves as both the secretary and as its official agent for all purposes. This was done to try and eliminate some of the corruption associated with the spoils system and capricious distribution of government jobs to unqualified individuals.

Using teacher certification exams as a tool to award jobs to the most qualified individuals is one way to avoid having jobs awarded just to relatives of board members, administrators and other teachers. If too many relatives are working in a district together there is also increased likelihood that the problems will persist for a long time without notice due to internal cover-ups. Proposed rules for education in the state are also published in the New Jersey Register. The public is invited to attend workshop meetings and may address the board regarding committee reports.
