California’s Proposition 58 would make it easier to teach English learners in bilingual programs. Israel is also home to several international schools whereby the sole medium of education is either English or French In general, as English is taught early on across all Israeli schools, most Israelis become comfortably bilingual, much like what one would see in The Netherlands or Scandinavian countries.
